The Front of Plant Project consists of the design, construction, permitting, start-up, commissioning, and closeout for a 105-foot deep Receiving Lift Station (RLS), Headworks Facility, Odor Control Facilities, Influent Connector Pipe, Chemical Offload Facilities, Civil site work, Emergency Overflow pipe to storage basin and related process support systems.

Work was implemented under a Progressive Design-Build procurement process in stages. The RLS, surge tower flow, and splitter structure shafts will make it possible for SVCW to transfer influent wastewater flow to the new headworks facility for preliminary treatment. The headworks facility consists of mechanically-cleaned screens and grit removal tanks. The screened and de-gritted flow will be conveyed to the wastewater treatment plant influent mix box, which is located upstream of an existing, smaller screening facility. The Front of Plant was commissioned in the 2nd quarter of 2024.

Front of Plant Project Progress (0:00-1:40)

The outside wall of the Receiving Lift Station (RLS) vertical shaft is complete and will serve as the main structural component to protect the RLS shaft from the surrounding soil. Utilizing rebar paneling, an interior wall was constructed in four 25-foot lifts and secured to the inner surface of the outside wall. The panels are being removed and temporarily stored on site.

Front of Plant Project Progress (0:00-1:45)

View of the project site from the San Francisco Bay, formwork of the first floor walls of the Headworks facility are removed, the second floor deck has been completed, workers sand the cured concrete walls, a person cage is used to transport workers safely into the shaft, and construction of preparation of formwork continues.
